When we think about butchered children, we tend to think about a country under a gruesome civil war. It had happened before in Vietnam, USSR, Germany, etc. The Geneva Conventions punishes the killing of civilian population, however it occurs as a collateral damage due to bombings,

artillery barrage or in the case of Vietnam War, due to Napalm use against the enemy, Charlie.

The Geneva Conventions considered some grave breaches to the accord, such as : ”willful killing, torture or inhumane treatment, including biological experiments”. So if somebody tells you that three women and six children were killed in a shootout, you will be full of rage and maybe even think that this happened in Africa or the Middle East. It didn't happen there: it happened in Mexico.

So basically the Mexican State under president López' administration is not granting security for its citizens and inhabitants. The victims in this case where part of the LeBaron family, a big Mormon family of more than one thousand members who migrated to Mexico circa 1885. 

As stated at the beginning, the victims were three women and six children, some of them died due to the shooting, some others were burned to death inside of an SUV. This particular fact arises one question:

What kind of bullet can set an SUV on fire?
Tracers and incendiary rounds.

Where did these bullets and weapons come from?

The United States of America.

There is a reason for this: In Mexico, it's very difficult to buy a weapon legally. The maximum legal caliber for handguns is .38 special, as for rifles the maximum is .30-06 but mostly in bolt action rifles. No assault rifles. The only legal seller is SEDENA (Secretaría de la Defensa Nacional). Citizens in Mexico are basically defenseless against criminals, including drug cartels. If you want to get a better gun you have to buy it from the black market and you can face jail time, because it is a federal offense if you have a gun above the mentioned calibers.

For the moment, drug cartels haven't claimed responsibility for this. Most likely the identity of the perpetrators will never be released to the general public, neither will they be punished by the Mexican law. Most likely, if they are going to be disciplined by somebody it would be by their own cartel. And that is not very likely, by the way.

Perhaps you have heard about the botched operation to capture Ovidio Guzmán, the son of
"El Chapo" Guzman, and you might have heard that president López' administration released him due to humanitary reasons. Seriously, have you considered that president López is fooling you, that he actually never had the intention to arrest him and extradite him to the USA?
If you haven’t you should by now, the “strategy” of president López against cartels is: "Hugs, not bullets". Everybody with two cents of common sense knows: THAT WON'T WORK. So basically he is making fun of you.

Finally, you have to make a final consideration.If president López does not care about the life of Mexican citizens in Mexico (during his administration many other children have been killed in shootouts made by the drug cartels), then why should he care about anyone else's life?
